Ahmad Ismayilov was born in Baku in 1980.

In 1987-1997, he went to secondary school No 54 in Baku.

In 2002, he graduated with a Bachelor's Degree in Law from Baku State University and in 2016 with a Master's Degree in State and Municipal Management from the Academy of Public Administration under the President of the Republic of Azerbaijan.

In 2022, he completed the Adaptive Strategic Execution Program at Duke University's Fuqua School of Business.

He began his professional career in 2002 as a teacher at Baku College of Oil and Energetics.

• In 2004-2005, he worked as a senior adviser in the Civil and Political Rights Protection Sector of the Office of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan.
• In 2005-2008, he served as a chief adviser of the Legal Department of the Ministry of Transport of the Republic of Azerbaijan.
• In 2008-2011, he held the position of Head of the Law, Human Resources and International Relations Department of the State Maritime Administration of the Republic of Azerbaijan and in 2011-2018 served as Chief of Staff.
• In 2018-2020, he served as Deputy Director of the State Maritime Agency under the Ministry of Transport, Communications and High Technologies of the Republic of Azerbaijan.
• In 2020-2021, he was Executive Director of the Fund of State Support for the Development of Mass Media under the President of the Republic of Azerbaijan.
• In 2009-2015, he served as Chairman of the "Seafarers" Primary Territorial Organization of the New Azerbaijan Party.
• Since 2019, has been an expert for the "Regional Development" Public Union (“RİİB”) of the Heydar Aliyev Foundation. 

He was awarded the medals “For Distinction in Civil Service” “Taraggi” and “For Services in Shipping” as well as the jubilee medal of the Republic of Azerbaijan “100^th Anniversary of Heydar Aliyev (1923-2023)”, “Honorary Diploma of the President of the Republic of Azerbaijan” by the relevant orders of the President of the Republic of Azerbaijan. Holds the rank of “Chief Counsellor of Civil Service”.

He is fluent in Azerbaijani, English, Russian, and Turkish.

He is married and has one child.
